I see on most SBSs and videos that ribbing material is usually tied along the top of the hook shank.  I've alway tied it along the bottom so that any weight is concentrated lower down to keep the fly level and when I start the rib I bring it upwards . 

Is there a difference?

Seems to me if the fly has a tail then having the rib under reduces bulk on top & evens out the fly, I find Also the rib stats where you cant really see it so makes for a neater fly....................



Of course the fish probably don't give a rats arse about it so why worry :D :D
